Glue Problems

I used wood glue to glue the foam to the plywood, and the cork to the foam, and it holds good. However, wood glue and plastic track ties don't work. So I tried Testors Plastic Cement, it didn't hold either. Any glue suggestions?

Most of the first layer of foam is finished, except for around the low area where I intend on putting a bridge over a creek.

Weldbond has worked for me in the past. You could also try contact cement or epoxy.  The first choice is the least PITA.

Sorry, the baby came Monday morning. Anyways, it is "Aleen's All Purpose Wood Glue". My mother(lives nearby) recommended trying some fabric glue that is used to add decorations to fabrics. It worked perfectly, and I am going to get some more when some people clam down around the house.
