Information on Loco Lighting and DCC

Well I have track in place and wired.  A few problem spots but they are either being fixed or are going to be fixed.  Yard needs to be tacked in place and then we should be able to go on to the next phase.  But first I would like to find out why none  of my lights work in any of my locos except an Atlas FM H66-44 (an in that its only the dims) I have 7 locos, all are Atlas and all have factory installed decoders which I believe are Lenz.  Actually there is an SD 24 that I dropped on in and that was an NCE.    Anyway I thought I might be doing something wrong. I have an MRC Prodigy Advance 2.  I just unpacked an Atlas GP 9TT.  Runs great except....no lights. I didn't do anything to this except place it on the program track and assign it a number.

I'm having a hard time trying to program these so the lights will come on.  I would like them to be bright in the direction they are heading.  What is that rule 17?. 

Can someone help?

It would be greatly appreciated.

I don't know how Prodigy
I don't know how Prodigy works, but with Digitrax, the "0" button toggles the lights on and off, although it seems unlikely that all of your' engines have their lights turned off.

Rule 17 is an operating rule common to North American railroads, which specifies that locomotives dim their headlights to avoid blinding oncoming traffic a parallel track.   Some DCC decoders have ability to mimic this prototype behavior (through a non-standard CV).
