I am just curious about them.
They pop up when I cross a link, then go away in a matter of seconds.
If they have some significance, what does '42.032974' mean?

Good question.
The mouse over popup should give additional information on what the link is for.
ie: "quote" = [Quote this post in your reply]
"MooseID" = [View user profile]
My guess would be that in lieu of a valid entry, the software has inserted this number... It's meaning, I don't know...
