At A,B and C you want to electrically isolate the track from the main. This can be done by using insulated joiners or physically cutting a gap in the rail and inserting some plastic or other insulating material to keep the gap from closing.

Power Supply (+)--------------------------------(D) rail 1
|----------------------------------------------()DPST Switch 1 ()------------------------(A-B) rail 1
|----------------------------------------------()DPST Switch 2 ()------------------------(C) rail 1

(-)--------------------------------(D) rail 2
|----------------------------------------------()DPST Switch 1()-------------------------(A-B) rail 2
|----------------------------------------------()DPST Switch 2 ()------------------------(C) rail 2

Run a set of leads off of the power pack to the two rails on your main line (D)
Run a set of leads off of the power pack to one side of a DPST switch(1). Then from the other side run leads the two rails on your passing siding line (A-B)

Run a set of leads off of the power pack to one side of another DPST switch(2). Then from the other side run leads the two rails on your mine siding line (C)
