I really doubt the issue is from quality control or lack there of it.
If the units are both new from the factory or at the most test run. Then I would say the slow one has a bind in the drive...

After posting the pics of the engine shed, a friend made a suggestion to do away with the smoke stack as it looks more like a factory.
