Alternately you could use it for a hopper collecting dumped ashes from prior to/after the coaling tower?
Perhaps you could switch the first backdrop to have the larger mountain on the right and a lower one on the left for a more "balanced" view?;)

I would suggest that it would be appropriate, see for example the Victorian Ouse Viaduct, Balcombe in the UK, a brick railway viaduct still in operation with ~100 trains is ballasted...
