I use a combination of a ballast spreader, spoon and artists brush. The ballast spreader gets things started, and the spoon touches up the misses, and the brush spreads it nicely.

A folded piece of cardboard to pour it into place.
A finger and a brush to position and shape it.

I also use a folded piece of paper- a coffee filter works well for me. You can control delivery of the ballast quite finely.

Try using one of those bottles that flavored coffee creamer comes in.

The pour spout looks just about right for pouring ballast.
(The voices I hear in my head may not be real, but sometimes they come up with a good idea.)

    Have fun.
