Default Consolidated Stencil No Longer Required??

I've been sitting here for over a half hour searching online for an answer to what should be a simple question:

Are consolidated stencils (data decal... build info...) no longer required on new US freight cars??

I'm a bit out of the loop, but have noticed newer cars no longer have the classic white/black squares with build dates, etc anymore. And yet the 'net doesn't seem to know what in the world I am asking it to tell me!

    Can anyone confirm?

But... what if I don't WANT to weather it? Hmmmmmm??
